if we can add similar implementation like Golang in ruby to able to run provider verification tasks to not fail when pacts are not present from any consumer which gives and ability for provider to go green on the builds

I'm considering adding a "required" flag to the consumer version selector that raises an error if a pact for the specified consumer version is not found. I think that would allow a better level of control than failing at the global level.
